Padrón does not match

INSS builds your household from the empadronamiento. An old or incomplete padrón is the No.1 reason for refusal.

Household listed wrong

Someone extra included or someone left out — it changes both the right and the amount.

Income differs from the tax office

INSS cross-checks with AEAT. If figures differ, the higher one is used.

Residence out of date

For non-EU: the TIE must be valid on the filing date; otherwise you need a resguardo.

Common questions

Can a foreigner get it? +

Yes. Spanish citizenship is not required — you need legal and actual residence (for non-EU, a valid TIE) and household income below the threshold.

Do I need a digital certificate? +

No. You can apply without one — through the IMV portal «sin certificado digital», uploading documents and a photo of your ID.

How long for a decision? +

Up to 6 months. If there is no reply, the law treats it as a refusal (silencio administrativo) and the appeal deadline starts. Silence is a deadline, not a «yes».
