SEPE / INEM in Spain: unemployment benefit next step
INEM no longer exists. Unemployment benefits in Spain are now managed by SEPE. Whether you need to register, apply for unemployment benefit (paro), check your status or appeal a decision, the process goes through SEPE.
Quick answer
- Register as a jobseeker: at your local SEPE office on the last day of work or immediately after.
- Apply for unemployment benefit (paro): at sede.sepe.gob.es or by appointment at the SEPE office.
- Check status: via the SEPE website with digital access.
- Appeals: written complaint to the same SEPE office within 30 days of notification.

Open the right route with NAVI
NAVI will identify whether you need to apply for unemployment benefit (paro), a subsidy or appeal a decision, and take you to the correct next step.
Start with NAVIWhat SEPE/INEM covers and what to do first
- Registration as a jobseeker: mandatory for all benefit routes.
- Contributory unemployment benefit (paro): 12-plus months of contributions in the last 6 years.
- Subsidies: various options depending on age, income and prior benefit.
- Status and documents: track your application and respond to document requests online.
- Appeals and complaints: written, to the SEPE office that issued the decision.
What to do first
- Register as a jobseeker at SEPE on your last working day or the day after.
- Choose the benefit route that fits your case: unemployment benefit (paro), subsidy 52-plus, or another subsidy.
- Gather your work history, employer certificate and bank account details before applying.
- For online access, you need a digital certificate or Cl@ve.
Documents and evidence
- DNI/NIE/TIE or passport.
- SEPE/INSS decision, application receipt or expediente number.
- Work history report (vida laboral), contribution days, income documents and bank details.
Deadlines and risk
- INEM is a historical name. Searching for INEM services will take you to SEPE, not a separate agency.
- Missing the 15 working day application deadline: unemployment benefit (paro) starts from the application date, not the job end.
- Registering only without applying for the benefit: registration alone does not trigger any payment.
- Giving incorrect information on the application: repayment obligation and possible sanction.
