Spanish bureaucracy has moved online — but forgot to explain how to get in. What is a certificado digital, what is Cl@ve for, where does DNIe fit in, and how to get any of them with a NIE? This guide has the answers.

If you live in Spain, sooner or later you'll need to do something official: file your income tax return, book a Seguridad Social appointment, check a traffic fine on the DGT website, request a certificate for immigration paperwork, or renew your residence permit. All of this is now done online — but only if you can prove who you are.

What is electronic identification
When you walk into a government office you show your passport or NIE and the clerk knows who you are. Online, there's no such window. Electronic identification is the way to tell a government website: "I am the person with this NIE". The site then gives you access to your data and lets you take authorised actions.
Spain recognises several methods of digital identification. All have legal validity — they are not just a username and password, but something legally equivalent to appearing in person with documents.
What options exist
How they differ
Certificado digital — the most powerful
It's a file (or browser record) containing your data encrypted with cryptographic keys. When a government website asks for identification, the browser presents that file automatically. No password needed — the system instantly knows who you are.
Beyond identification, the certificate lets you sign documents with full legal effect — equivalent to a handwritten signature, but digital. This is what you need to sign contracts, powers of attorney, or file appeals online.
DNIe — certificate on a card
Since 2006 the Spanish DNI has contained a chip with two electronic certificates: one for identification, one for signing. Functionally identical to the certificado digital, but the keys are stored on the physical card — requiring a card reader, which most laptops lack. For foreigners with NIE rather than DNI, this option is not available.
Cl@ve — easiest, but limited
Cl@ve is a login platform, not an FNMT certificate. It lets you access government websites via SMS code (Cl@ve PIN) or permanent password (Cl@ve Permanente). Cl@ve covers most everyday tasks — viewing tax data, requesting documents, booking appointments. Signing works only in procedures that support Cl@ve Firma and require advanced registration; some serious procedures may still require an FNMT certificate or DNIe.

How to register for Cl@ve: step by step
Three ways to register for Cl@ve
Works if you don't have a certificado digital but are registered in the Spanish padrón (census).
- Go to clave.gob.es → "Registro" → "Sin certificado electrónico".
- Enter your NIE/DNI, date of birth, country of birth and email.
- The system will confirm: AEAT will send a letter with a CSV code to your padrón address.
- Wait for the letter — usually 1–3 weeks. The address must match your current padrón registration.
- When the letter arrives, go back to clave.gob.es → "Activar Cl@ve Permanente" and enter the CSV code.
- Create a password — Cl@ve Permanente is now active.
The fastest route if you already have the certificate installed in your browser.
- Go to clave.gob.es → "Registro" → "Con certificado electrónico".
- Your browser will present the certificate automatically — confirm the selection.
- Review your details (NIE, name) and choose a password.
- Done — Cl@ve Permanente activated instantly.
The most reliable option — you leave the office with an active account.
- Go to any AEAT (Tax Agency) or Seguridad Social office with your passport or NIE.
- Tell the officer: "Quiero registrarme en Cl@ve Permanente."
- They will verify your documents and register you on the spot.
- You choose your password there and then — account active the same day.
Security level: básico vs alto
Registration gives you nivel básico by default — enough for most government services. But to use Cl@ve Firma and higher-security procedures, you need advanced registration.
2. Visit an AEAT office → register for Cl@ve Permanente with advanced registration and accredit your identity for the FNMT certificate there.
3. Download the certificate later from the same browser. It can be handled in one visit if you bring the code.
How to get a certificado digital: step by step
The most common route is through FNMT (Fábrica Nacional de Moneda y Timbre — Spain's Royal Mint). It is free and available to people with a DNI or NIE; the exact validity period is shown inside the certificate itself.
Standard process (online + one visit)
- Go to sede.fnmt.gob.es → "Certificado de Persona Física" → "Obtener Certificado Software".
- Enter your NIE or DNI, name and email. The system will send you a código de solicitud — save it, you'll need it later.
- Visit an accreditation office: AEAT (tax office), Ayuntamiento, Seguridad Social or another authorised point. Bring your NIE/DNI and the código de solicitud.
- After accreditation an email will arrive. Open it on the same computer and the same browser you used for the request — this is critical.
- Follow the link in the email to download the certificate. It installs automatically in the browser.
- Immediately export it as a .p12 file and store it somewhere safe (cloud, external drive). This is your backup.
Alternative routes
FNMT offers video identification for €2.99 + tax. The current FNMT page says this route requires a valid DNIe.
If you have Cl@ve Permanente with advanced registration, you can sign in procedures that support Cl@ve Firma. This is not the same as having an FNMT certificate installed in your browser.
FNMT lists more than 2,400 accreditation offices. AEAT, Seguridad Social and other offices may require an appointment; always check the office locator and the specific office conditions.
Which one is right for you

FAQ
Can I get the certificate from outside Spain?
The standard FNMT process requires accreditation at an authorised office. Video identification is remote, but FNMT currently limits it to people with a valid DNIe. If you only have a NIE, plan for in-person accreditation or check whether there is an authorised office that works for you.
How long is the FNMT certificate valid?
The validity period is shown inside the certificate itself. Check it in the certificate details before relying on it for a procedure.
Renewal can be requested during the 60 days before expiry if the certificate has not been revoked. If it was obtained with another certificate, DNIe, video identification or had already been renewed before, FNMT may require new in-person accreditation, video identification or DNIe.
Is Cl@ve accepted everywhere?
Not everywhere. The main national bodies (Agencia Tributaria, Seguridad Social, SEPE, DGT) accept Cl@ve. But some regional platforms, courts and immigration procedures require a certificate or DNIe. When in doubt, the certificate is the safer option.
I reinstalled Windows. What happened to my certificate?
If you didn't export it first, it was deleted with the old system. That's exactly why you must export the .p12 file immediately after installation. With that file you can reinstall the certificate in any browser at any time.
I have a NIE but I'm not an EU citizen. Can I get the certificate?
Yes. The FNMT digital certificate is available to anyone with a valid NIE, regardless of nationality. It's the most universally useful tool for immigrants in Spain.
